New rules for crossing the state border of the Republic of Belarus began to operate on December 21, 2020.

The border will continue to operate, but with stricter restrictions introduced in order to prevent the spread of the infection caused by the COVID-19 coronavirus in the Republic of Belarus.


From December 21, new rules will apply at the border.

The changes will come into force from 0:00 on December 21 and will affect border crossings by foreigners and Belarusians in both directions through functioning land border crossings with Latvia, Lithuania, Poland, and Ukraine, as well as air checkpoints. 

Similar measures were introduced in various implementation options in Latvia, Lithuania, and Russia.

Thus, the departure of citizens of the Republic of Belarus and foreigners permanently residing in our country through functioning ground checkpoints is temporarily suspended, with the exception of certain cases. Aviation checkpoints will not be affected by this restriction.

Restrictions on entry for foreigners through ground checkpoints remain in effect. In addition, incoming foreigners over six years old will need medical documents confirming a negative PCR test for COVID-19.

Belarusians and foreigners entering Belarus through ground and air checkpoints from countries in which cases of COVID-19 are registered, included by the Ministry of Health in the List, must be in self-isolation for 10 calendar days from the date of arrival in the country and until the expiration of this period cannot leave Belarus.

Transit is possible only upon arrival through air checkpoints and in case of documentary confirmation of transit travel through Belarus within 24 hours. Neither a medical document nor self-isolation from foreigners is required.

If the transit exceeds 24 hours, crossing the border is possible only with a medical document.


The document approved the list of persons who are not subject to time restrictions. For example, for diplomats, members of official delegations, international drivers, foreigners entering for work, medical assistance, citizens of the Republic of Belarus traveling abroad on notification of death or illness of a relative abroad, as well as for work, on a business trip, education and others. Among the exceptions are Russian citizens traveling in transit through our country to the Russian Federation, even though ground checkpoints.

In exceptional cases, private decisions may be made to allow persons to cross the border.
